THE FIRST WHITE BOOK OF SMES IN MOLDOVA WAS LAUNCHED

The Alliance of Small and Medium Enterprises of Moldova (AIM) launched the first edition of the White Book of Small and Medium Enterprises (SME) in Moldova.

The White Book of SMEs is an in-depth analysis of the SME sector in Moldova, which presents the general situation of the business environment in the period 2023-2024 and the difficulties faced by the sector, their needs and sources of funding, how to access finance and the applicable criteria, forming a basis for proposals and initiatives related to future public policies in the field.

The document proposes a number of ambitious objectives, which will essentially contribute to the development of new public policy measures to improve the situation in the SME sector. Thus, one of the objectives will be the analysis of the business environment, which will include aspects related to human resources and labor development, access to finance and costs, and, fiscal policies and their impact, regulations and compliance, market access and red tape.

The recommendations are largely addressed to national competent authorities and policy makers (see Annex below). These recommendations could be used as an additional legal and economic argument for drafting amendments to the primary and secondary legal framework to bring national legislation into line with the best standards and international practices, but also with the needs of the business environment.

We mention that AIM is an employer association based on membership and was founded in March 2016. The mission of the association is to contribute to the development of a favorable business environment for the development of small and medium-sized enterprises operating in the Republic of Moldova. One of the core activities of AIM is the representation of its members on dialogue platforms between business and public authorities with the aim of improving public policies in the field of entrepreneurship, in particular for micro and small enterprises, but also the related regulatory framework.

Currently AIM has over 150 members, companies with foreign and local investments, whose interests are represented in various fora and working groups at national level, including participatory and decision-making by central public administration bodies.
